Judicial services
KÖTTER Security has been supporting correctional facilities and forensic institutions since the mid-1990s.
Whether as an extensive PPP project or outsourcing model: we take on non-sovereign assistance, supply and support tasks in cooperation with and under the supervision of prison officers.

Security support services
- Security Center:
Assistance services for surveillance tasks using modern technology, coordination of incident handling, management of the prison's daily schedule, reports, and documentation - Entrance Controls:

Healthcare
- Nursing staff in the medical department of the prison on a shift system (24/7)
- Psychological service for the care and treatment of prisoners and those in preventive detention by internal and external psychologists
Social welfare
- Social Services for the care and treatment of prisoners and those in preventive detention by internal and external social workers, including addiction and debt counseling
- Sports and Leisure Activities: A wide range of sports and leisure activities, a library, a hairdresser, cooking classes, and much more; procurement of sports and leisure equipment
Administrative activities
- Activities in the general administration of the prison
- Typing office
- Support with tasks related to maintaining prisoner personnel files
- Mail and telephone service / telephone switchboard
- Procurement of office supplies for the client
Individual solutions
- Adjusting staffing levels to the requirements and circumstances of the institution's operations
- Taking on additional tasks as instructed by the client, taking into account feasibility and legal requirements
Quality through training
Our employees are specifically selected, systematically trained and continuously supported. The training is carried out in close consultation with the clients and covers legal principles, psychology, safety rules and dealing with prisoners.
Public Private Partnership (PPP) in the justice sector
In view of the scarcity of public funds, the public-private partnership (PPP) model is becoming increasingly important. In 2009, KÖTTER Justizdienstleistungen implemented a pioneering PPP pilot project together with the construction group Bilfinger: the Burg prison in Saxony-Anhalt. For the first time, the majority of non-sovereign tasks - from planning, construction and financing through to operation - were awarded to a private consortium. KÖTTER Justizdienstleistungen is assuming extensive responsibility for management and materials across almost all areas of the prison.
